Spec into healing (2) first in lane if you have a hard time with health in lane. Otherwise go into pain battery first and improved spirt as soon as possible. Spirt resist options are great for if the other teams players start going above 40% spirt resist.

Do you want to have a strong early - mid game? Then you need to avoid stacking HP and take advantage of % resistances to get battery charges faster and more effective healing. Victor needs to lose 40% of his max HP for a battery charge, we can get the benefits of superior cooldown without having to buy it by skipping the 4.8k bonus early on. Later on getting the extra HP is fine.
